-Minigun and Eugene fire 40 rounds in VATS

-Minigun and Eugene ROF substantially increased - about 3000RPM

-Minigun and Eugene AP cost increased - only one burst per VATS

-Minigun and Eugene accuracy decreased



Also doubled the Flamer and Burnmaster VATS ammo (it only used 3 fuel in VATS before) and gave it an increase in AP cost.
